The Commission regulates, to varying degrees, 16 incumbent local exchange companies (ILECs), 186 competing local providers (CLPs), 323 interexchange long distance carriers (IXCs), 93 payphone service providers (PSPs), and 19 shared tenant services providers (STS).
The Commission does not regulate telephone membership corporations, cable providers, satellite providers, commercial mobile radio service (including cellular service and paging service), or data and internet service providers. The Commission does not regulate the rates of IXCs and CLPs. In addition, the Commission does not regulate the rates, terms, conditions or availability of retail rates for ILECs or CLPs that have eleced to operate under N.C.G.S. 62-133.5(h), except for price caps for stand-alone basic residential service. Currently, AT&T Communications of the Southern States, LLC (a CLP), Frontier Communications of America, Inc. (a CLP), TCG of the Carolinas, Inc. (a CLP) and Verizon South, Inc. (an ILEC) operate under N.C.G.S. 62-133.5(h). Finally, the Commission does not regulate the rates, terms, conditions or availability of retail rates, including stand-alone basic residential service, for ILEC's and CLP's that have elected to operate under N.C.G.S 62-133.5(m). BellSouth Telecommunications, Inc., d/b/a AT&T North Carolina (an ILEC) is currently the only company that has elected to operate under N.C.G.S. 62-133.5(m).
