By law, Dominion Energy North Carolina (Dominion) can request price changes once a year for its demand-side management and energy efficiency program costs. On August 21, 2018, Dominion filed an application requesting an increase of 0.001 cents per kilowatt-hour (kWh) for residential customers, which would increase the monthly bill of a residential customer using 1,000 kWh of electricity by one cent. Dominion proposes that this rate increase be effective February 1, 2019.

The hearing on November 5, 2018, is for the purpose of receiving public witness testimony, while the one on November 8, 2018, is for receiving expert witness testimony from formal parties, including Dominion and other intervenors.
