In its June 22, 2018 order in Duke Energy Carolinas (DEC) LLC’s last general rate case, the Commission required the utility to design and propose new rate structures to capture the full benefits of advanced metering infrastructure (smart meters). The Commission required DEC to file, within six months, the details of proposed new time-of-use, peak pricing, and other dynamic rate structures that will, among other things, allow ratepayers in all customer classes to save energy.
On December 21, 2018, DEC filed its report in response to the Commission’s order.
On January 30, 2019, the Commission issued an order declining to accept DEC’s rate design plan. The Commission ordered DEC to file a revised plan within 60 days, and to provide a witness or witnesses at a hearing to answer the Commission’s questions and provide additional details on DEC’s rate design plan.
Members of the public are welcome to attend the hearing, but there will not be an opportunity for public comments.
