Request to Withdraw Application for
Residential New Construction Energy Efficiency Program

On September 21, 2017, Duke Energy Carolinas, LLC (DEC) filed an application for approval of a Residential New Construction Program. Via this program, DEC proposed to provide incentives to residential builders in order to encourage the use of energy efficient building practices and equipment/appliances for new home construction. On June 7, 2019, DEC filed a motion requesting that the Commission allow the Company to withdraw the application.

Since the filing of DEC’s motion to withdraw its application, the Commission has received more than 50 consumer statements of position, most of which are from residential housing construction professionals speaking in support of the proposed program.

Subsequently, on November 25, 2019, the Commission issued an Order scheduling a hearing in this matter to be held January 27, 2020. The Commission’s Order requires DEC and Duke Energy Progress to have available personnel who can address the following topics:

1. Details of the concerns of natural gas providers regarding the Residential New Construction Program.
2. Details of the efforts made by DEC to resolve those concerns.
3. The factors that allowed the program to be successfully implemented by Duke Energy Progress.

Members of the public are welcome to observe the hearing, but there will be no opportunity for public statements.

Weapons are strictly prohibited at Commission hearings, and everyone entering the building must pass through a metal detector.
