Request to Adjust Electric Rates for the Cost of Demand-Side Management and Energy Efficiency Programs

On February 25, 2020, Duke Energy Carolinas, LLC (DEC) filed a request to adjust its electric rates due to changes in the cost of its demand-side management (DSM) and energy efficiency (EE) programs, with changes taking effect January 1, 2021. DEC’s request would result in an increase of 0.0360 cents per kilowatt-hour (kWh) for residential customers, and thus would increase by about 36 cents the monthly bill of a residential customer using 1,000 kWh of electricity.

For non-residential customers, the effect of DEC’s request depends upon each customer’s particular participation in DEC’s DSM or EE programs. The rates of non-residential customers that have participated in all of DEC’s DSM and EE programs since 2009 would decrease by 0.0708 cents per kWh. Non-residential customers participating in DEC’s DSM programs beginning in 2021 would pay DSM/EE rider charges of 0.1200 cents per kWh, and non-residential customers participating in DEC’s EE programs beginning in 2021 would pay DSM/EE rider charges of 0.3522 cents per kWh. Industrial and large commercial customers that have opted out of and never participated in DEC’s DSM and EE programs are not subject to the DSM/EE rider.

A remote hearing is being held via WebEx beginning at 1:00 p.m. to take the testimony of expert witnesses. However, there will be an opportunity earlier in the day at 9:30 a.m. in for in-person public witness testimony in Commission Hearing Room 2115, Dobbs Building, 430 N Salisbury Street, Raleigh. Weapons are strictly prohibited at Commission hearings, and everyone entering the building must pass through a metal detector.

In addition to providing testimony, DEC customers may submit written statements via email. Be sure to include the docket number in the subject line. Another option is to mail a statement to the Commission at the address below. In either case, after two or three business days, statements are made part of the official record for the proceeding, and can be viewed on this website via Docket No. E-7 Sub 1230.
