On May 15, 2019, Friesian Holdings, LLC (Friesian), filed an application to build a 70-MW solar photovoltaic electric generating facility in Scotland County. Friesian plans to place the facility into service in by December of 2023, and the facility would have an expected life of 20 years.

The location of the proposed facility is 8960 Leisure Road, Laurinburg. The facility would be built on three parcels located along Leisure Road, north and south of Leisure Road’s intersection with Academy Road. The facility would cover 544 acres of the 966-acre parcels.

The Commission has schedule this evidentiary hearing for the sole purpose of receiving expert witness testimony. The public is welcome to attend the evidentiary hearing, but there will not be an opportunity for public comments.

Weapons are strictly prohibited at Commission hearings, and everyone entering the building must pass through a metal detector.

The Public Staff – NCUC represents the using and consuming public in matters before the Commission, and will be reviewing this matter and possibly providing testimony.
