On July 15, 2020, Gaston Green Acres Solar, LLC (Gaston) filed a request to build a 300-MW solar electric generating facility to be located in Northampton County. Subsequently, Gaston changed its corporate name to Oak Solar, LLC (Oak Solar), and reduced the size of its proposed facility to 120 MW. The project will be located at 207 Summit Trail, 131 Oak Grove Church Road and 172 Oak Grove Church Road in the Town of Gaston. The facility will interconnect with the electric transmission system owned by Dominion Energy North Carolina, and it has an expected service life of 40 years.

The Commission has scheduled a hearing for February 4, 2021, at 7:00 p.m. in order to take testimony from public witnesses. This hearing might be cancelled if no substantial written complaints about the proposed facility are filed with the Commission on or before February 2, 2021.

The Februay 4 hearing will be held remotely via Webex, and people who wish to participate will do so by telephone, and they must register in advance by 5:00 p.m., February 1. People who want to observe the hearing may do so via a YouTube link that will be available on this website the day of the hearing.

To register to testify at the February 4 hearing, contact the Public Staff by calling 866-380-9816. When registering please provide your name, the docket number (EMP-112 Sub 0), the telephone number you will be calling from during the hearing, and the topic of your testimony. Only people who register by 5:00 p.m. on February 1 will be allowed to testify at the hearing.

Members of the public can also submit a written statement to the Commission via email. Be sure to include the docket number in the subject line. Another option is to mail a statement to the Commission at the address below. In either case, after two or three business days, statements are made part of the official record for the proceeding, and can be viewed on this website via Docket No. EMP-112 Sub 0.

The Public Staff – North Carolina Utilities Commission is a separate, independent agency that represents the using and consuming public in matters before the Commission. You can send the Public Staff a statement, or ask them a question, via email.

The Commission has also scheduled an expert witness hearing in this matter where testimony will be heard from expert witnesses, including Oak Solar employees. This hearing will be held remotely via Webex on May 6, 2021, at 10:00 a.m. The public may observe the hearing via a YouTube link that will be available on this website the day of the hearing.
