On June 14, 2021, Timbermill Wind, LLC (Timbermill) filed a request to build a merchant plant wind energy facility with a capacity of up to 189 megawatts (MW) to be located east of Sandy Ridge Road, southwest of Center Hill Highway, and north of US Highway 17 in Chowan County on a 6,263-acre site. Timbermill proposes to start construction in November of 2022 and begin operations in October of 2023. The facility would include up to 45 wind turbine generators, each with a nameplate capacity of 4.2 MW. Each wind tower would have a maximum hub height from its base to the center of the rotor hub of 345 feet. The total turbine height, with a blade at its the highest position, would be a maximum of 599 feet. Here are maps showing the proposed location of the wind turbines and related equipment.

On June 21, 2021, Timbermill filed a request to build a six-mile, 230-kV transmission line that would connect the wind energy facility to a transmission line owned by Dominion Energy North Carolina (Dominion). Timbermill stated that it has procured easements for the line corridor, which will be 150 feet wide, except for a 950-foot span along the west side of Paradise Road that will be 75 feet wide. The transmission structures will be 75 to 120 feet tall and 400 to 700 feet apart. About four miles of the transmission line would be located within the wind energy facility area, and about two miles would extend south to a new switching station that would attach the new line to Dominion’s existing Winfalls-to-Mackeys transmission line. The Commission has consolidated Timbermill’s two requests, the wind energy facility and the power line, and will consider them jointly.

The Commission has scheduled a public witness hearing for October 14, 2021, at 7:00 p.m., at the Chowan County Courthouse, 101 South Broad Street, Edenton. The purpose of this hearing is to take the testimony of area citizens regarding Timbermill’s proposed facilities. (Here is information on how to testify before the Commission.) In addition, the public can file statements with the Commission via email or by mailing comments to the address below. In either case, be sure to put the docket number of this proceeding in the subject line. After two or three business days, written comments become part of the official record and can be viewed via this website under the docket number.

The Public Staff – North Carolina Utilities Commission is a separate agency that investigates utility matters and represents the using and consuming public in proceedings before the Commission including this one. You can send them a statement or a question by email.

The Commission has scheduled an expert witness hearing for October 27, 2021, starting at 10:00 a.m. This hearing is for the purpose of hearing testimony from experts, including Timbermill and the Public Staff. There will not be an opportunity for citizen testimony at this hearing, but members of the public may watch the hearing via YouTube from a link that will be available on this website the day of the hearing. .
