On March 22, 2021, Piedmont Natural Gas Company, Inc. (Piedmont) filed a request to increase its rates for natural gas service. Piedmont serves about 775,000 customers in North Carolina. Piedmont seeks to increase its revenues by 10.4%. It is request approval for a rate of return on common equity of 10.25%. Under Piedmont’s proposal, residential customers would experience an 11.9% rate increase, with average monthly bills increasing by $8.00.
The Commission has scheduled two hearings in this matter. On July 14, 2021, from 1:30 p.m. to 4:30 p.m., and again from 6:30 p.m. to 10:30 p.m., the Commission will take testimony from Piedmont’s customers. This hearing will be held remotely via Webex, and people who wish to testify will do so by telephone. Only individuals who register in advance by 5:00 p.m., on July 8, 2021, will be allowed to testify. The second hearing on this matter will be held September 7, 2021, at 2:00 p.m., for the purpose of hearing expert witness testimony from Piedmont and other parties, including the Public Staff. The Commission will issue a subsequent order as to whether this hearing will also be held remotely via Webex, or whether it will be held in the Commission’s hearing room in downtown Raleigh.
