The Commission regulates, to varying degrees, 16 incumbent local exchange companies (ILECs), 162 competing local providers (CLPs), 245 interexchange long distance carriers (IXCs), 44 payphone service providers (PSPs), and 16 shared tenant services providers (STS).

The Commission does not regulate telephone membership corporations, cable providers, satellite providers, commercial mobile radio service (including cellular service and paging service), or data and internet service providers. Further, the Commission does not regulate the rates of IXCs and CLPs.

In addition, the Commission does not regulate the rates, terms, conditions or availability of retail rates for ILECs or CLPs that have elected to operate under N.C.G.S. 62-133.5(h), except for price caps for stand-alone basic residential service provided by ILECs. Finally, the Commission does not regulate the rates, terms, conditions or availability of retail rates, including stand-alone basic residential service, for ILECs and CLPs that have elected to operate under N.C.G.S 62-133.5(m). Here is a link to the Subsection (m) ILECs and CLPs.
