On August 10, 2020, Bethel NC 11 Solar, LLC (Bethel) filed a request to build a 150-MW solar electric generating facility to be located east of NC Highway 11 South, and north of NC Highway 30, in the Town of Bethel in Pitt County. This facility would interconnect with the electric transmission system owned by Dominion Energy North Carolina, giving it access to the PJM regional transmission organization. Bethel stated that it is negotiating a long-term power purchase agreement with a load-serving entity. The expected life of the facility is 50 years.

The Commission has scheduled a hearing for November 16, 2020, at 7:00 p.m., in order to take testimony from public witnesses. This hearing will be held remotely via Webex, and people who wish to participate will do so by telephone, and they must register in advance by 5:00 p.m., November 9, 2020. To register, call the Public Staff at 866-380-9816. People who want to observe the hearing may do so via a link that will be available on this website the day of the hearing. When registering, please provide your name, the docket number (EMP-102 Sub 1), the telephone number you will be calling from during the hearing, and the topic of your testimony. Only people who register by 5:00 p.m. on November 9 will be allowed to testify at the hearing. The Commission may cancel this hearing is no substantial written complaints regarding the proposed facility are filed with the Commission on or before Friday, November 13, 2020.

Members of the public can also submit a written statement to the Commission via email. Be sure to include the docket number in the subject line. Another option is to mail a statement to the Commission at the address below. In either case, after two or three business days, statements are made part of the official record for the proceeding, and can be viewed on this website via Docket No. EMP-102 Sub 1.

The Commission has also scheduled an expert witness hearing in this matter where testimony will be heard from expert witnesses, including Bethel employees.
