Regulatory Fee Reporting

The regulatory fee legislation for public utilities and electric membership corporations was enacted by the North Carolina General Assembly to provide funding to pay the expenses incurred by the Commission and Public Staff in regulating public utilities in the interest of the using and consuming public. The regulatory fee requirements are administered in compliance with G.S. 62-302.

The Commission's Fiscal Management Division is responsible for the collection, deposit, accounting, and reporting of the regulatory fee for the Commission.

G.S. 62-302 and Commission Rule R-15 state in part that: "The regulatory fee imposed under this section is due and payable to the Commission on or before the 15th day of the second month following the end of each quarter. Each public utility subject to the regulatory fee shall on or before the date the fee is due for each quarter, prepare and render a report on a form prescribed by the Commission."

** Effective July 1, 2023, the Regulatory Fee Percentage Rate will increase to 0.1475% (0.001475) for state fiscal year 2023-2024. The two rates for the telephone subsection (h) and (m) companies will remain the same as .04% (.0004) and .02% (.0002) respectively.

When filing your regulatory fee reports, make sure you’re using browsers such as Microsoft Edge or Google Chrome.

You can go to our homepage at ncuc.net and click on Regulatory Fee Reporting and a Login will be at the bottom of the page. Click on the Login. It will direct you to the NCID Login, then click Register and follow the prompts.

If you can't remember your password, unfortunately you will need to re-register for a new one. Also, you cannot use the same information you had before.

Each state fiscal year (July 1 to June 30) utility companies certificated by the NC Utilities Commission are required to file a Quarterly Regulatory Fee Report per General Statute 62-302.

The quarterly reports are due 45 days after the end of each quarter.

  • Jul 1 - Sep 30, 2023 - The 1st Quarter - the report is due November 15, 2023
  • Oct 1 - Dec 31, 2023 - The 2nd Quarter - the report is due February 15, 2024
  • Jan 1 - Mar 31, 2024 - The 3rd Quarter - the report is due May 15, 2024
  • Apr 1 - Jun 30, 2024 - The 4th Quarter - the report is due August 15, 2024

Utility companies can now pay outstanding balances on their account(s) at any time. This is available through the Regulatory Fee Filing History link. When you select your company, you will see any outstanding balance(s) you may have and you can make an electronic payment. This will allow companies that have separate staff filing the report verses staff that have authority to make payments to be able to do both pieces electronically/online. Please see this special section in the Complete User's Guide starting on page 38 for step-by-step instructions.

We currently accept Visa, Master Card, Discover and e-Check online payments in addition to checks and money orders. Please pay the correct amount. We don't return refunds. Overpayments will be applied to the next quarter.
